Martin school bus driver to face disciplinary hearing

It appears that five bad driving incidents in two years may be one too many for the Martin County School Board.
At its meeting Tuesday night, the school board rejected a settlement offer with bus driver Hans Schulte that would have imposed a two-day, unpaid suspension for the most recent incident that occurred Jan. 28.
While at the Jensen Beach Elementary School — without wearing his prescribed eyeglasses — Schulte is alleged to have hit a parked truck in the bus loop. It was the third time Schulte hit a parked vehicle while operating a school bus.
He also has two infractions listed in his employee driving record: leaving a kindergartner at a bus stop without any adult supervision and driving the wrong way on a street with students on his bus. Written reprimands were issued to Schulte for both incidents last October.
Now that the school board has rejected the settlement offer with Schulte, Martin County School District attorney Kim Sabol said a disciplinary hearing before the school board will take place. The date for the hearing has not yet been determined, although it could take 90 days. Until the hearing, Schulte will be paid his salary although he will not be driving a school bus for the district.
Martin County School Board Chairman Michael DiTerlizzi said he personally would not want his child to be on a school bus operated by this driver, even though rejecting the settlement allows the driver to collect his salary.
"At least he won't be driving the bus," DiTerlizzi said. "Our kids will be safer."
In a separate settlement agreement, the school board voted in favor of a three-day suspension and additional safety training for bus driver Susan Roberts, who failed to stop at a railroad crossing Jan. 12.
No students were on the bus at the time of the incident, which occurred at the airport business complex entrance on Old Dixie Highway in Stuart. As part of the settlement, Roberts agreed future misconduct will result in stronger disciplinary action, up to and including termination.

Similar is the case with Dhruv Bhalla, a Class XII student of Study Hall. "I learnt driving when I was in Class V from my driver. I used to practise at my farm on the outskirts of the city. Even my sister learnt driving from my father. Everybody has someone or the other to teach them at home, why pay extra to go to a driving school?" asks Dhruv. While youngsters pick their drivers and parents to teach them just because it's easier, women in the city complain about lack of female trainers in the city, which dissuades them from joining a school. "I feel awkward being taught by a male trainer. That's why, I asked my husband to teach me. In fact, I even tried finding out if driving schools here had female trainers. Not only were there very few options, the timings were also very weird. So I completely dropped the idea of enrolling in a school. A lot of my friends also felt the same way," says Naina Pachauli, an event manager in her late thirties.

Driving school owners believe that it is the cost factor that dissuades people from joining driving schools. "The course at most schools in the city costs around `3500 for 15 days. People feel that when it is an expenditure that can be ignored, why incur it? A lot of people come in for inquiries but drop the idea when I tell them the cost. But I'd also like to say that I have two students who have come back and enrolled themselves after getting involved in accident," says Abhay Srivastava of Chitranshi Driving School. Shiva Tandon, a homemaker in her late thirties, also chose to learn from her driver. "There are so many driving schools around. How do you decide which one is real and which is fake? Instead of getting into that hassle, my driver taught me and I drive very comfortably now," she says.

SCHOOL DROP OUTS Sunita Chandola, a homemaker in her early forties, enrolled herself in a driving school but dropped out. "They teach in a very mechanical way. And because there are those dual controls, you become very dependent on the trainer and the confidence never comes. After spending two months in a driving school, I wasn't able to pick it up and dropped out. My driver then taught me and took me on the streets where I would actually be driving. I picked up faster that way," says Sunita.

TRAINING NOT MANDATORY TO OBTAIN DRIVING LICENCE... Since driving classes are not mandatory in this part of the world to obtain a driver's licence from the RTO, it's only natural that people do not feel the need to enrol at one of these schools.

"For driving a private vehicle, one does not need any kind of certification. An applicant gets a learning license for six months, which is then converted to a permanent one. There is a simple written test at the time of giving the temporary (learner's) license, and a practical one at the time of conversion. One will be asked to park, reverse and drive around for a few minutes in the designated area at the RTO premises," says an RTO official on condition of anonymity.

The RTO has a number of pre-requisites that must be adhered to by the driving schools. "Double control cars are a must for any driving school. The condition of the cars is also checked yearly by an inspector at the RTO. Also, all driving trainers must be qualified automobile engineers," says KM Bajpayee of Rajdhani Motor Training School.

The cars are equipped to handle any mishap, but what about a learning premises? "That is completely the responsibility of the trainer. It is left to us to judge how skilled the learner is to drive on the road or in an open ground. We usually use our premises when the learner starts out," adds Bajpayee. "As per our course, the on-road training starts on the ninth day. To initially build confidence, we take them to less crowded areas, where there is no traffic. Later on, as the confidence develops, we start taking the students on the road. In case the student is still not confident enough, we take them back to the simulator and after a few sessions there, we start the training on the road again," says Singh.

Zimbabwe: Bogus Driving Schools Surge

Police in Harare and the Traffic Safety Council of Zimbabwe (TSCZ) have launched a joint operation code-named "Takuona" to flush out illegal driving schools which have mushroomed in and around the city. In an interview with The Herald yesterday, TSCZ spokesperson Mr Ernest Muchena said the operation would target unregistered driving schools and unregistered instructors.

"We are doing a joint operation with the ZRP to weed out unregistered driving schools," he said.

"This comes after we have noted with concern that some people are just establishing unregistered driving schools without following traffic safety registration procedures."

Mr Muchena said those found in contravention of the Statutory Instrument 309 of 1985 which requires driving schools to be registered will be fined or imprisoned for a period not exceeding six months.

He also said registered driving schools operating without registered instructors risk losing their operating licences.

"The safety of citizens comes first and all those who will be caught on the wrong side shall face the full wrath of the law," Muchena said.

"We are not going to be lenient with unregistered driving schools or unqualified instructors so we are checking for all this in our operation. We want to ensure that we have properly trained drivers in the country to help reduce the carnage on the roads," he said.

Truck driving students driven to succeed



As the baby-boomer generation gets older, there aren’t as many young truck drivers replacing the ones who are retiring.

For those who have clean driving records and don’t mind long days or weeks on the road, the future is looking bright.

Sure, driving a truck can be hectic, stressful and challenging — especially when the weather is bad or traffic is heavy.

But those who have spent their lives doing it point out the rewards. Every day can be an adventure, it can be good to have some time by yourself, and it is a great way to see the country and meet other people.

As the economy picks up and freight volumes do, too, the result is a projected shortage of truck drivers. Some places already are experiencing it.

Northeast Community College in Norfolk offers a six-week course that is designed to make graduates employable for most companies.

Ed Lewis, who spent more than 20 years driving truck before becoming an instructor, said there is no substitute for experience when it comes to truck driving.

Nevertheless, many companies like to hire the college’s graduates and give them company-specific training or build their experience to fill needs, Lewis said.

Brian Slinker of Cheyenne, Wyo., is among the students who is nearing completing in one of the six-week programs.

Slinker said he was attracted to truck driving because of the shortage of drivers around Cheyenne, and the fact that it provides long-term job security.

Although there are driving schools around Cheyenne, they aren’t certified by the Professional Truck Driver Institute.

“It’s highly recognized in the industry,” Slinker said of the certification that Northeast possesses. “Not too many places are there where you can complete a six-week course and look at good, professional starting wages.”

Among the employers that have expressed interest in Slinker after graduation are FedEx, Sapp Brothers and Dyno Mobile.

Lyle Kathol, dean of applied technology at Northeast, said there will be nearly 195,000 new jobs for truck drivers across the U.S. by 2020.

Retirements affect the demand, but most freight in the central U.S. is delivered by truck, so the economy does make a difference, too.

Fuel prices have stabilized, and the demand for qualified truck drivers is great, he said.

“All of the truck driving jobs require a Commercial Driver’s License, and with the new DMV regulations, it is more important than ever for drivers to have training through a Professional Truck Driving school such as the program that Northeast offers,” Kathol said.

“Many folks don’t realize that pickups with large trailers fall under the regulations as well if the gross vehicle weight exceeds 26,000 pounds,” he said

Janette Miller of Sholes was a stay-at-home mother. She decided to complete the program so that she and her husband, Eric, will be able to be a team and go on long drives together.

“We’ll get to see all the Lower 48,” she said.

Miller said her parents were truck drivers, and she has siblings who make their living the same way.

Dallas Lauridsen of O’Neill is training for hauling pigs and then eventually cattle.

Lauridsen said he wants to become a truck driver because it should be a job with a good future.

Instructor Lewis said truck driving isn’t for everyone. Even those who seem perfectly suited for it may find out it isn’t for them.

There was once a student who was a backhoe operator who was looking to switch careers. Although he completed the course, the driving and exposure were enough for him to learn that he didn’t want to switch careers after all, Lewis said.

Nevertheless, it also made him more valuable to his employer as he was certified to pull a trailer so he could haul his backhoe to and from the job site. It no longer took a truck driver to do it, Lewis said.

New curriculum for driving schools soon

The General Directorate of Traffic has prepared a new unified curriculum which will be taught at all driving schools in Qatar after its scrutiny and final approval soon, a senior official has said .
Traffic director (Licensing Department) Brigadier Saqar al-Muraikhi said the new curriculum, which was prepared by “experts”, would “meet the aspirations of all concerned and help resolve the shortcomings in the current system”.
The Traffic Department will send out its officers to all driving schools to explain the new curriculum’s objectives.
The official stressed on the availability of translators in driving schools to make  newcomers aware of the new traffic rules and regulations which, he said, would considerably help reduce  traffic accidents in the country.
Al-Muraikhi made the announcements at a workshop organised by the General Directorate of Traffic  on the role of effective training in reducing road accidents in Qatar.
The workshop was intended for representatives of the country’s driving schools. They expressed their desire to upgrade the level of training which would help raise the driving skills of motorists and produce drivers with better abilities and awareness.
It was pointed out that the practice of providing licences to those who hold them from other countries would adversely affect the state rules and regulations. “It is always better for drivers to learn and get trained on the specifications of the country where they reside and work,” it was suggested.
Al-Muraikhi said the workshop aimed at reviewing the training standards adopted by driving schools and the compatibility of these standards with the country’s traffic laws and regulations. The workshop also helped to review the trainers’ qualifications and eligibility.

Unified curriculum for driving schools

Driving schools in Qatar will soon have a new unified curriculum which is expected to be more scientific and rational.

A senior official of the General Directorate of Traffic has disclosed that the Directorate has prepared the curriculum which will be distributed to the driving schools “in the near future” after final approval.

Brig. Saqar Al Muraikhi, director of Traffic Licensing Department said that the new curriculum was prepared by experts in the field and will address all the drawbacks in the existing system.

Al Muraikhi was addressing a workshop held by the Directorate for driving school representatives on Thursday on the role of effective training in reducing accidents. He said the Traffic Department will send out its officers to all driving schools to explain to them details of the new curriculum and its objectives. He asked all driving schools to provide services of translators to new comers to familiarise them with traffic rules and regulations. Awareness about traffic rules can play an important role in reducing accidents.

During discussions that followed, representatives of the driving schools expressed their desire to raise the standards of training and gave their recommendations.

It was proposed that new comers who want to transfer their existing drivers’ licence to a Qatari one must be trained in the standards and requirements of the country they work and reside.

Capt Jabir Odhaiba, Head Traffic Information and Research Section; Ft Lt Abdullah Salih Al Heval, Licence Section Officer, and Lt Abdul Wahid Al Anazi, Traffic Awareness Officer, also attended the workshop.

Lawmakers advance bill favoring traffic school over fines

Drivers who tend to lean a little heavy on the gas pedal may soon be able to erase twice as many speeding tickets from their records.

Without dissent, the House Committee on Transportation and Infrastructure approved legislation Tuesday which says a motorist can attend defensive driving school as often as once every 12 months to wipe out a citation. Now, drivers are eligible to go only once every 24 months.

What’s important about that is not the money: It costs as much to attend a class or take the course online as it does to pay the ticket.

But completing the course means the violation does not show up on someone’s driving record — the record that insurance companies use to determine premiums, which is why a parade of insurance industry lobbyists showed up in opposition.

Several lawmakers said they heard the industry’s concerns. But that did not stop the panel from approving HB 2411 unanimously.

The measure is being pushed by the Arizona Police Association.

“Tickets, if you stop and really look at them very pragmatically, are punitive,” said Levi Bolton, the group’s executive director. He told lawmakers most officers would prefer to “educate the conduct right out of you.”

He said just seeing those flashing lights in the rear view mirror and having to answer an officer’s questions probably accomplishes a lot of that.

And Bolton said defensive driving school accomplishes much of the same thing.

Don Isaacson, lobbyist for State Farm Insurance, disagreed.

“Traffic schools have very limited value,” he said.

“What they do is mask violations,” Isaacson continued, making them invisible to insurance companies when they check a motorist’s record. And that, he said, is important.

“The more citations you have, the more likely you are to have accidents down the road,” Isaacson said, which is why insurers need to know that — and set premiums accordingly.

In fact, he argued, there is a study showing that wiping out tickets actually creates a worse driver.

“The crash rate’s higher for those that go to school because they lose the incentive to drive safer,” Isaacson said.

Rep. Rick Gray, R-Sun City, wasn’t buying it.

He said a lot of “little old ladies” from his district who are driving with the flow of traffic get cited by photo radar cameras the City of El Mirage has installed on Grand Avenue.

“I don’t look at them as really flagrant law bashers,” Gray said. “They’re just people that make mistakes.”

And he said they should be given the opportunity to wipe out one citation a year.

Marc Osborne, lobbyist for Farmer’s Insurance, argued letting people wipe out a ticket a year removes the incentive to drive better.

“The punitive nature of the traffic citation helps keep them honest,” he argued.

But Rep. Sonny Borrell, R-Lake Havasu City, disputed Osborne’s contention that traffic schools amount to a “get out of jail free” card.

He said there’s the cost of the traffic school, plus having to give up a Saturday to attend a class.

Not all citations can be wiped out with traffic school. Anyone running a red light has to attend an eight-hour class. And even then the ticket remains on someone’s record.

The measure now needs approval by the full House.
