Is Driving With Earphones the Same as Turning Up the Radio?

 

J.S. in Port Washington, N.Y., writes: My mother says it’s dangerous to use earphones while driving because you can’t hear important sounds from outside the car, such as horns or sirens. I argue it’s the same as turning on your car radio loudly. Who is right?
