NC Senate Proposal Would Drop Driver's Ed Requirement

 A proposal in the legislature would eliminate the requirement for driver's education for 16- and 17-year-olds in North Carolina.

The NC Senate's current budget plan already eliminates state funding for driver's education, which could move instruction to community colleges instead of high schools.

The move could end the $65 cap on instruction, potentially costing parents between $300-400 for the same class. A new amendment to the plan would eliminate the requirement for driver's education altogether, instead increasing the minimum score needed on the exam and requiring more hours behind the wheel, though not with instructors.

18-year-olds are already not required to take driver's education to get a license. 17-year-old Madisyn Craig said she thought about waiting until 18 to get around taking the class.

"But my parents were like no you should probably do the driving part," said Craig, who took the class last year, but has just gotten behind the wheel with an instructor this week. "And I'm so thankful I did, because if I hadn't and I'd just tried to get my license, I would have been very flustered."

Chris McRoberts is a driver's education instructor with Mountain Professionals Driving School, the company that contracts with Buncombe and other western NC counties to provide driver's education services. His son took driver's ed last year -- even though he's a certified instructor.

"Most of the kids I drive, I don't know," said McRoberts. "They go to Enka high school, but I don't have them in class. So it gives them a nervousness behind the wheel, they're a little more cautious of what they're doing. And that's a good thing."

The NC House budget proposal does not remove funding for driver's education, so the two bodies will have to come to an agreement on how to move forward before the budget can be sent to Governor McCrory.

Stanford Driving School closes; students stranded

One of the Bay Area's oldest driving schools suddenly closed its doors last month, and hundreds of parents and student drivers are feeling ditched by the side of the road, former clients are saying.

A Palo Alto mainstay, Stanford Driving School shut down on May 18, leaving parents and students scrambling to get their money back -- and to get into new schools during a peak time for driving lessons.

At the heart of the closure is a dispute between business owner Gary L. Morris of GLM Group, Inc., and its would-be owner, Cathy Sechrist of Sechrist Enterprises LLC. Sechrist pulled out of escrow after the deal went awry, she told the Weekly.

Stanford Driving School was one of the largest in the area, with about 14 employees, according to Sechrist. An employee from another local driving school estimated it served hundreds, if not more than a thousand, students.

Ruth Levine of Los Altos signed up with Stanford for eight hours of driving lessons for her 16-year-old son, Eli, paying hundreds of dollars. After two sessions and then scheduling a third, she tried to get in touch with the school last month. That's when she realized the website was down, the building on El Camino Real was empty and it was impossible to reach anyone, she said.

"Turns out they closed more or less overnight without any explanation, leaving us and many other families high and dry. Eventually, after multiple emails, they responded with a letter documenting the lessons so that we could go to another school, pay again and finish the sessions required for a license.

"Many neighbors of ours also lost money -- some hadn't gotten any lessons but had recently paid -- and all were inconvenienced significantly," Levine wrote in an email to the Weekly.

News of Stanford's closing surprised some rivals, who said they have been scrambling to keep up with the influx of former Stanford clients and even to hire a few of the employees who are now out of work.

Karla Valentine, manager at Bay Cities Driving School in Redwood City, said her company and other driving schools are trying to help Stanford students transfer their credits so they won't have to start over. Student drivers can transfer credits for lessons already taken if they have a letter on the Stanford Driving School letterhead certifying the number of completed hours, she said.

Only students under 18 years old need the transfer letter. They have one year from the day they got their learner's permit to finish their driving lessons. All that is required is six hours of driving-school training and 50 hours of driving with a parent or guardian, she said.

Some parents said they have received the letters, which were promised to clients in a message left on the Stanford phone: "A letter will be mailed to you regarding hours completed at our school."

But Palo Alto resident Ben Lenail said the notice did not mention a refund.

"It was an extremely short letter. It was not signed by any person. There was no phone number, no name, no email, no address. It was like a legal notice. It said, 'Sorry for the inconvenience.' At the very least, they could've sold the customer list for a referral to other schools, but not even that," he said.

Stanford asked for $375 upfront when Lenail's second son, Max, enrolled -- a significant down payment for two and a half hours of professional driving instruction at the wheel, Lenail said.

It's not just students and their families who are feeling burned by what has transpired; Sechrist said the aborted deal has left her at her financial wit's end.

Buying Stanford Driving School, which had operated in Palo Alto since 1981, seemed like a good bet, said Sechrist, a business analyst for 22 years. She left the high-tech industry a couple of years ago with the goal of owning her own business and worked for a startup to learn the ins and outs of a small business, she said.

While the business was still in escrow in February, Sechrist said, she began working there, believing she had bought a turn-key operation. But then Morris let the company's lease expire at its Palo Alto location, and she moved the business to 4962 El Camino Real in Los Altos.

She put $40,000 into the business to improve its cash flow, she said.

Sechrist pulled out after discovering certain aspects of the business had allegedly not been disclosed when she made the offer, she said.

After she pulled out of escrow, Morris, who has since moved to Atlanta, closed the business, Sechrist said. Morris did not return requests by the Weekly for comment.

Sechrist said she has lost her life savings and faces additional legal costs.

"I lost my shirt. This was my opportunity to own a business that I felt I can do something with for the community, and it was just a disaster. I would like to let people know how sorry I am. It's very sad for everybody. The saddest thing about it is the 14 employees who lost their jobs overnight because of this," she said.

Meanwhile, Stanford's closure is proving to be a boon for other driver-ed businesses. Stanford's closure affected an estimated 800 to 1,200 people, the office manager of Premier Driving School in Sunnyvale estimated.

Jonathan Zelaya, owner of California Driver Academy in Menlo Park, said his business has been flooded with requests.

"We're booking way out to July now. It is really crazy," he said.

Zelaya said he worked for Stanford Driving as an instructor from 2008 until 2013. He has talked to three of the former Stanford instructors and wants to take on additional workers to meet the demand. And Ken Wang, owner of Bay Cities Driving School, said he is also trying to take on hiring some of Stanford's instructors.

As for clients getting refunds, Sechrist said that identifying who pays is "up to the lawyers." In her view, Morris is still the legal owner of the business.

Morris had owned the fictitious business name since 2006 and abandoned the name on Feb. 13, 2015, according to the Santa Clara County Office of the Clerk Recorder. Sechrist took over the name under Sechrist Enterprises LLC, starting Feb. 2, 2015, but she officially abandoned the name on May 6, according to the clerk-recorder.

Aiken County school bus driver placed on leave after fatal head on collision with tractor-trailer



Barbara Moore, 51, was behind the wheel of a school bus that collided with a tractor-trailer about 6:30 a.m. May 27. The wreck killed Kyrie C. Henry, 4, and seriously injured preschooler Michayla Brown.

“The driver has been placed on administrative leave, as is standard protocol with drivers involved in motor vehicle accidents while on the job,” stated Merry Glenne Piccolino, the public information director for Aiken County Public Schools. “She has worked for the district since September of 2011 and has no driving or employee infractions or violations in her history with Aiken County Public Schools.”

South Carolina Highway Patrol Lance Cpl. Judd Jones said traffic investigators determined the bus was traveling north on Beech Island Avenue near Scarborough Avenue and the semi was in the southbound lane, where the wreck occurred. There were indications the truck driver tried to avoid a collision, according to Aiken County Coroner Tim Carlton.

Moore was hospitalized with injuries that weren’t considered life-threatening, and the truck driver, James Gillette, was not hurt. Kyrie was pronounced dead at the scene, and Michayla was taken to Georgia Regents Medical Center with injuries that officials described as “incapacitating.”

All four victims were wearing seat belts, according to an incident report.

Michayla spent nearly two weeks in the hospital before being discharged this week, according to a hospital spokeswoman.

The highway patrol is still investigating the crash, according to Jones. No charges have been filed.

The Waldorf Volunteer Fire Department presented the Every 15 Minute program to two high schools in the Waldorf area this year. Westlake High School and the newest school in the county, St. Charles High School.

The Every 15 Minute program demonstrates the dangers and consequences of driving while distracted. Students see their classmates taken out of class every 15 minutes, their faces painted with a death mask, to emphasize the statistic that someone in the US is killed by distracted or drunk driver about every 15 minutes.

This video was produced with the intention to let those involved in the staged incident, express what they felt and experienced during the exercise.

School officials: Lunch rules driving kids to pizza

Strict school lunch regulations, administrators say, are pushing kids to order fast-food and run to 7-Eleven for Big Gulps at the end of the school day.

As Congress considers reauthorizing the Healthy Hunger-free Kids Act, which is set to expire on Sept. 30, members of the School Nutrition Association (SNA) took to Capitol Hill on Thursday to urge lawmakers to roll back provisions of first lady Michelle Obama’s prized healthy school lunch requirements.

Under the act, schools are forced to serve 100 percent whole grain bread and pasta, require students to take a half cup of fruit and vegetables with every meal and reduce sodium levels in elementary, middle and high schools to 935 mg, 1,035 mg and 1,080 mg, respectively, by 2017.

As a result, officials say student participation in school lunch programs has declined, with more food is going to waste and, in some districts, students are ordering in.

“We have a new problem where we have to police the front doors,” said Debbie Beauvais, district supervisor of school nutrition services at three school districts in the Rochester, N.Y., area. “Security is turning into a concierge because fast food trucks are pulling up. Kids are texting the local pizzeria and pizzas are showing up at lunch.”

Of the students who are eating the school lunch, Beauvais said 23 percent are throwing away the half-cup of fruit or vegetables they are forced to take, which cost on average 26 cents each. With $112,320 spent on 432,000 cups of fruit or vegetables served a year, that’s $25,834 wasted.

SNA members are asking Congress to do away with that requirement and revert back to the 2010 standard that requires only half of all grains offered to be whole-grain rich and leave sodium levels where they are until research proves further benefit to children.

However, during the congressional staff briefing, Kelly Horton, a legislative assistant for Rep. Rosa DeLauro (D-Conn.), said 93 percent of schools are complying with the current standards.

“Let’s not throw the baby out with the bathwater,” she said.

If schools want to stop students from buying soda and junk food, Horton said, maybe they shouldn’t allow their students to leave campus.

“This is a whole environment change that needs to happen,” she said. “So many people have diabetes and obesity and end up in the hospital later in their lives and they’re not living as long as they should. I just want to bring in that whole global perspective.”

SNA President Julia Bauscher said the some schools have successfully implemented the healthy school lunch requirements, but the school nutrition programs are extremely diverse in size and what percentage of meals are free and reduced.

“I think right off the bat we admitted that the Healthy Hunger-free Kids Act has created a lot of positive change in schools meals and we certainly don’t want to roll back school meal standards to where we were prior to the implementation,” said Lynn Harvey, chief of school nutrition services at the North Carolina Department of Public Instruction.

“We’re asking for just some sensible flexibility around a few things that were included in the act.”

These were chief minister Narendra Modi's words to Harish Kumar who did not let his disability to hamper his efforts in getting behind the wheel in 2013. The 44-year-old, whose right hand below elbow has not developed since birth, has taken a step further. Not wanting others like him to undergo the same difficulties that he faced while learning to drive and obtain a licence, he has opened a unique driving school only for the physically challenged.

To his credit, Harish Kumar has completed asolo all-India motor expedition of 15,963 km across 28 states and seven Union Territories in 29 days, making it the fastest such expedition by a physically challenged person nationally as mentioned in the Limca Books of Records. The accolade brought him recognition and appreciation. Inspired by his feat, a lot of disabled persons approached him to teach them driving.

Stirred by the desire to do something for people like him, the MSc, Mtech who worked for a corporate world shifted gears. Harish Kumar started an NGO 'Ability on Wheels' to help the specially abled. Subsequently, he initiated the process of a driving school for the disabled.

WHAT PROPELLED HIM
When the 44-year-old showed a desire to learn driving, no driving school was ready to admit him. "I went about pleading with friends to teach me. I persisted and somehow I learnt to drive. Thereafter it took me three months of relentless pursuit to get a driving licence." After seeing the need and the wish of disabled persons, Harish thought of doing something for them. He met Transport Commissioner Kamal Dayani in January to inquire about his idea of starting such a school. Getting a positive response, he set in motion the procedure to start the school.

RTO Harshwardan Mody said, "I had received an application regarding driving school for disabled after modifying a car to suit the needs of physically challenged. The procedure was started for licence and school." Harish got a licence on May 28 and started the school the next day. Manoj Kumar, a disabled person from Hapur in Uttar Pradesh, who unsuccessfully tried to get a licence for two years, contacted Harish Kumar for help. He mailed him how to go about the procedure and rendered all help. Harish Kumar started his driving school at SoBo centre in Bopal on May 29.

Since then around 15 persons from Ahmedabad, Baroda and from outside the state have shown interest in joining the school. The disabled has to first approach Civil Hospital and get a disability certificate and then apply for learning licence and appear for an examination. Once they clear it, they can join the school. For now, he has modified a Maruti Alto automatic vehicle. For a person who does not have one leg or both legs, he has provided hand control accelerator and brake. For the person who does not have right leg, then he can use the extra accelerator provided on the leg and then the brake.

Kavita Modi (38), who is into business, had approached different driving schools, but nobody was ready to teach her as she was disabled. "I approached Harish Kumar and got a positive response. Since then I have SMSed my friends and informed them about this school. For now I have started the procedure to enrol in the school." Harish Kumar's dream is to open around 25 such schools across India. "If the government helps me then I can drive ahead with my dream as I am not economically strong."
