Grand Valley teens are learning the dangers of impaired driving

"You're like oh that's no big deal, but it really is. You can’t see at all. You can’t focus, and when you do try to focus on something, you're focusing on the wrong thing and not the road," said Natalie Plummer who is learning to drive.

According to the National Traffic Highway Safety Administration, alcohol and other impairing drugs are involved in about 40 percent of all traffic crashes every year in which someone is killed.

That's why local driving schools say getting the message across, in a safe, real-life like environment early on, can prevent future tragedies.

Cones were set up on a track to show the young drivers what it’s like to maneuver between lanes while impaired. Each cone represents a danger driver’s face.

"Like him saying 'oh that's a small child', or 'that's a person', it scares you because it’s also kind of a reality check like ya there are people out there,” Plummer said.

Not only does this exercise teach young adults the reasons to never get behind the wheel when drinking, but also seeing the effects first hand made some of these kids realize the consequences of even getting in a car with someone under the influence.

The N.C. General Assembly hopes to use $26 million a year for other purposes once the funding runs out at the end of June for driver’s education in public schools. But at what cost to drivers in terms of insurance rates? And more important, driver safety?

Those questions haven’t been addressed very well by lawmakers looking for expenses to trim. About $3 of the taxes and fees a driver typically pays on his vehicle in North Carolina in effect goes to pay for driver’s ed. State police hope driver safety programs through schools will help change that.

"We're working with a lot of teen drivers at different school through out the county on distractions," said Tpr. Daniel Bowman, Community Service Tpr. for the State Police Jackson Post. "It's helping them to get some good behaviors and good habits early on."

It's a program State Police will continue through April. But police say if a teen needs to take a call while they're driving, the best thing to do is get to a safe place and then pull over.

"I love seeing that, it's a lot easier than seeing somebody pulled off the side of the road when you show up at a crash," Bowman added.

MSP says they do look for distracted drivers, searching for telltale signs like head down, shoulders hunched and hands off the wheel.

Kenton teenage driver took police on chase near to primary schools in Newcastle

Stephen Robertson drove on the wrong side of the road, flouted a red light, clipped a car and knocked over a sign as he led police on a dangerous chase in a residential area in Newcastle’s West End.
With three passengers inside, the teenage danger driver was clocked doing double the speed limit as he took officers on a chase through Elswick.
A court heard the pursuit started at an area between two primary schools, at a time when parents were picking-up their children.
And the 18-year-old was only finally caught when he came to a dead end and try to flee the scene on foot.
Now, Robertson, of Hillsview Avenue, Kenton, has narrowly avoided prison after admitting dangerous driving, failing to stop when required a police officer and driving without insurance, at North Tyneside Magistrates Court.
Lee Poppitt, prosecuting, said the pursuit started at the junction of Armstrong Road and Atkinson Road, in Elswick, on February 24.
He said: “At around 2.55pm, police received information about a suspected stolen vehicle, which was later found not to be stolen.
“PC Hall is in a police van travelling along Atkinson Road when he sees a Peugeot motor vehicle that was at the traffic lights travelling eastbound on Armstrong Road.
“The officer sees three passengers in the vehicle, along with the driver.
“The officer drives passed slowly, looking into the vehicle to see who is driving and recognises the defendant.
“At that stage, the officer informed the control room and further officers were tasked to attend.
“PC Paskin attended the area and saw the car at the traffic lights. The junction is adjacent to Atkinson Road Primary School and near to St Josephs RC Primary School. Due to the time, there were a number of vehicles outside the schools to collect the children.”
The court heard Robertson suddenly pulled out on to the wrong side of the road and flouted the red light, travelling east along Armstrong Road towards the junction with St John’s Road.
The police officer pursued Robertson and clocked him hitting 40mph in a zone where, because of the schools, the speed limit is 20mph.
Mr Poppitt said Robertson continued to drive on the wrong side, knocking over a road sign and clipping a car, while forcing other vehicles to brake sharply.
Robertson pulled on to Buddle Road before finally turning-off on to a dead end and trying to flee on foot.
Lisa Callum, mitigating, said Robertson, who had 35 previous convictions for 48 offences, was now taking steps to re-build his life and was working for the Youth Services,
She said: “This offence was dangerous driving of a short duration with speeds that never exceeded 40mph.
“He has in recent months taken huge steps to re-build his life and has made a lot of progress. He’s taken a step backwards but it’s more about him getting back in with his peers.”
Robertson was given a 16-week prison sentence, suspended for 12 months, and ordered to carry out 100 hours of unpaid work. He was also banned from driving for 18 months and ordered to pay £85 costs and an £80 victim surcharge.

A wrong turn? Schools face driver's education funding uncertainty

HICKORY, N.C. – School districts don’t know if they will have any funds for driver education next year. The General Assembly ended the $26 million recurring expense last year. Gov. Pat McCrory didn’t extend funding to driver education in his proposed budget plan.
That means driver education funding is set to run out June 30, unless lawmakers renew the allocations.
“This is the worst possible time for school systems to have to deal with this,” the Department of Public Instruction’s driver education consultant Reginald Flythe said. “We don’t know how much money is going to be available, number one, or if there’s going to be money available.”
North Carolina law requires public schools to provide driver education, with the state funding the program since the 1950s.
But lawmakers have been cutting back in recent years. In 2011, the legislature authorized schools to charge students up to $45 for driver education. Subsequently, they reduced state allocations by $5.7 million. In 2013, state funds were reduced by an additional $1.7 million and schools were allowed to charge another $10 to students to recoup funds.
Currently, schools are allowed to charge up to $65 per student. Actual per-student costs for driver education – including textbooks, instructors, equipment and more – range from $200-$300.
Many school systems would not be able to absorb that shortfall, Newton-Conover City Schools Associate Superintendent Aron Gabriel said.
“It’s not a one-time thing like when you’re repairing a building,” Gabriel said. “You’re constantly going to be required to do this every year. That becomes a very big source of concern because your local fund balance is all you really have, and that’s your savings account. You only want to dip into the savings account for emergencies, not for ongoing residual things.”
None of the school districts in Catawba County currently charge students for driver education.
If funding is not renewed, Hickory Public Schools will propose to charge the maximum $65 per student, according to HPS Finance Director Adam Steele. That would still leave a $70,000 shortfall, which would need to be paid from local funds.
At the HPS board meeting March 9, board members expressed frustration about the unfunded mandate.
“This is just something else we’ll have to take away from students to fill in the blank they’ve (the legislature) left us,” board member Sallie Johnson said.
North Carolina Driving School operations director Mark Smith said he was concerned schools would have to put their summer driving classes on hold while the legislature debated the budget. About 1,700 students go through driver education classes each year in Catawba County.
“You take a school system like Catawba County or Guilford County or Forsyth County … you pull the program for 60 days, and you’re backed up,” Smith said.
N.C. Driving School contracts with 37 school districts across the state, including Catawba County Schools and HPS. Several of those classes are currently scheduled for July. A spokeswoman for CCS said the availability of those classes would depend on funding.
“Last year, they didn’t have a budget finalized until the second week of August,” Smith said. “If they wait that long this time, it’s really going to put school systems behind the eight-ball.”
Many school boards and lobbying organizations are pushing legislators to either renew state funding for driver education or allow schools to charge the full cost of the program.
“Every part of the system over the last few years has been trimmed as much as it possibly can,” NCSBA lobbyist Leanne Winner said. “Districts really just don’t have the resources to fund a program that had a substantial amount of it funded at the state level.”
State Rep. Pat Hurley (R-Randolph) said she plans to introduce a bill to renew state funding for the program.
“We need to do this because our children need to know how to drive safely,” Hurley said.
According to Hurley, she is working on securing alternate funding sources but will introduce the bill “as soon as possible."

Armed with that bit of advice, we were handed the keys to a variety of Porsches and sent out onto an icy track to find and exceed the limits of grip.

The 911 Carrera S is a rear-wheel drive coupe, with 350 hp and a zero-to-100 km/h time of 4.9 seconds. The Carrera 4S is the 4-wheel drive variant, with 400 hp and a zero to 100 time of 4.5 seconds. Both cars have the classic Porsche rear-engine configuration.
The Cayman S has 325 hp, rear-wheel drive and a zero-to-100 time of 5 seconds flat.
All the cars are wearing studded tires and come equipped with Porsche’s PDK automatic transmission with paddle shifters and the Porsche Stability Management (PSM) system. The instructors half-jokingly call PSM “Please Save Me” for its ability to correct many common driving errors.

Students are paired to play follow-the-leader as instructors demonstrate exercises. Then the instructors and their helpers stand out in the cold and control the action via two-way radio as each pair of students drives the course, trying to perfect the correct techniques to maintain control of the car.
Performed first with PSM on, then with it turned off, the exercises become progressively more challenging as the day progresses. It’s made more interesting as you cycle through the different models to learn how the combinations of engine position and rear- or all-wheel drive change the handling.
It’s intense, requiring a lot of concentration and good co-ordination. Frustration builds when the car just wants to spin, and the rapid-fire instructions barking through the radio do not work for every driver.
But by the end of the day we were driving a long track that combined hairpins, steep hills, off-camber ice-covered corners and drift-inducing chicanes. As we drove each car through the lapping course, the differences between the Cayman and the two 911s were obvious. Making them all slide through the corners was thrilling.
A quick kiss of the snowbank on a corner exit delivered a quick frisson of fear, but the heart- and car-stopping moment of impact with the big bank mercifully never came. Not everyone was so careful.
The very instructor who warned us about the evils lurking beneath the fluffy dusting of fresh powder explosively stuffed his 911 into a bank three times during the ride-along hot laps that ended the day.

"Obviously, an injury like that has potential for long-term consequences," Claus said. Nowsch also is facing attempted murder and weapon charges in the Feb. 12 shooting that killed Tammy Meyers and involved her 22-year-old son, Brandon Meyers. The case received international attention after family members said she was the victim of road rage while giving her daughter a driving lesson. Road rage was later revealed to be less a factor than originally thought. Clark County District Attorney Steve Wolfson will consider Nowsch's childhood injury while deciding whether to seek the death penalty against him. David Stanton, the chief deputy district attorney handling the case, declined to comment. Dr. Jeffrey Max, neuropsychiatric research director at Rady Children's Hospital in San Diego, said a doctor evaluating Nowsch would consider the severity of the injury, Nowsch's personal and family psychiatric history, evidence of defiance, mood swings and violent or impulsive behavior, and even his family income level. His father's actions would also come into play, Max said. "The head injury could be one component of multiple risk factors," Max said. "It could suggest he had a multitude of factors himself, and a genetic risk toward violence." Nowsch Sr. acknowledged in court in 1996 that he dropped the boy on the garage floor while getting out of his truck, recalled Brent Bryson, the father's defense attorney at the time. The baby was taken to University Medical Center in Las Vegas and diagnosed with a right parietal skull fracture, severe bruising on his back and a handprint bruise on his left buttock, according to an Oct. 9, 1995, police report. Spotlight on Black History: Clinton Marshall, first driver of integrated schools



For 27 years, Clinton Marshall drove school buses for Gordon County and city schools. He was the first black and youngest to drive for county integrated schools. The first 20 years were with the county then he switched to city schools before his retirement in June 2007.

Marshall, a native of nearby Curryville, now 69 years old, recalls how he first got into driving. He said he had just gotten back from a family vacation and was at school registering his kids when his name was called over the intercom.

He went to the principal’s office and was told they needed a bus driver and the county had a position open. “You’ve been highly recommended,” the principal told him at the time.

Marshall had been laid off his job so he decided to give it a try; he started on Aug. 22, 1979.

He said in the beginning he had a rough time in the area he drove in. “It was hard for whites to digest [a black driver] at first,” he said. “Not all of them, but you had a few that it was hard to believe the fact that I got the job.”

He recalls in the beginning being called the “N” word. He remembers one morning while driving the bus coming to a crossroad to see the letters “KKK” painted in the middle of the street.

“I ignored it and did my job, I didn’t let up,” Marshall said.

He recalls the day a white student told him that his dad said he didn’t have to follow instructions from the bus driver.

“I told him well your dad is going to take you to school,” said Marshall with a chuckle.

He said it took about 8 to 12 months for him to gain respect from students. He drove black and white kids and didn’t allow them to get out of control or unruly.

“They saw I ran the bus good and didn’t have any problems,” he said.

The whole 27 years Marshall drove buses he had one rule: no talking in the mornings.

“On morning routes, there was no talking, it was quiet. We called that meditation,” he said.

Marshall said he was driving in rural areas and needed to concentrate on the roads. There were small dirt roads, log trucks traveling, too.

“I didn’t need to be looking in the mirror screaming at kids and run into somebody,” Marshall said.

Older students would tell the new ones each year so word got around that there is no talking on Mr. Marshall’s bus in the morning. It was a practice that worked and he took it with him the two years he drove buses for alternative students.

“A lot of people didn’t like that job, but I took it when it was offered to me,” Marshall said of driving the bus for kids with behavior problems.

He said it took him a month to get the kids under control, but they eventually became some of his best little friends.

“I gave them love and understanding because a lot of them are used to being fussed at and knocked around and told they are not any good because they made a mistake,” he said.

Marshall said they were sometimes easier than the regular students.

When Marshall started driving buses in the 70s, he was making about $270 a month plus benefits, which he said came in handy when his first wife was struck with heart disease and medical bills rolled in.

“It’s still not paying what it should, but it’s getting up there,” Marshall said of bus drivers pay.

Since retiring almost eight years ago, Marshall has stayed active with the Calhoun Housing Authority. He is the vice president of the board. He’s also in a gospel group called “Big C and the Mighty Voices of Zion.” He said he enjoys spending time with his family, which includes his wife, Lula. He remarried seven years after his first wife passed in 2001. They have seven children between the two of them and some grandkids.

Marshall said whenever he gets any free time he enjoys fishing and cars.

“I enjoy keeping a sharp truck, too,” he said.

He said he’ll forever be grateful for his time driving buses.

“I had some good experience and some rough days, but all and all I can say I really enjoyed it,” he said.

Occasionally he runs into former students. They are grown and have families of their own. He admits that he can’t always remember their names, but they know his.

They introduce him to family: “That’s Mr. Marshall, he was the best bus driver we ever had.”

Terra State Community College is again offering CDL truck training in conjunction with Trainco Inc. Truck Driving Schools, due to the high demand for truck drivers in the region.

The next day class runs 8 a.m.-6 p.m. Monday through Thursday from April 6-30. The next night runs 5:30-11:30 p.m. Monday through Friday from April 27-May 29. Classes begin and end at Terra State each day. Program fee is $3,995.

A man surnamed Zhang has been rejected by driving schools in Xiamen, east China's Fujian province because he has no fingerprints, Xiamen Daily reported on Saturday.

"The first step in the driving license application process is collecting an applicant's fingerprints," Zhang said, adding that he is unable to pass this step as he has no fingerprints on any of his 10 fingers.

Zhang suffered from serious palmar hyperhidrosis since his childhood, which caused the loss of his fingerprints.
